99.0 III-7.10-POLICY ON GRADUATE EDUCATION
 
  (Approved by the Board of Regents, June 21, 1990)
 
 
  I.        APPROVAL OF GRADUATE PROGRAMS
 
            A.   Graduate programs shall be approved according to the
                 process set forth in the Board of Regents Policy on
                 Degree and Curricular Requirements.
 
            B.   If there is a disagreement among the institutions on
                 the intent of any one institution to develop a new
                 graduate program or to participate in the development
                 of inter-institutional programs, which cannot be
                 settled informally, the issue shall be referred to the
                 Chancellor for resolution.
 
            C.   Each institution shall provide for the administration
                 of its graduate programs.  Institutions that offer
                 doctoral programs shall have procedures for the
                 appointment of graduate faculty.
 
 
  II.       INTER-INSTITUTIONAL GRADUATE PROGRAMS
 
            A.   If two or more institutions propose a program as a
                 cooperative effort, the proposal shall be forwarded to
                 the Chancellor as a joint recommendation of the chief
                 executive officers of the institutions.
 
            B.   Inter-institutional programs shall be administered by
                 officers and faculty of the participating institutions.
 
 
  III.      MOBILITY OF GRADUATE STUDENTS AND FACULTY
 
            The University of Maryland System encourages the development
  of institutional policies that facilitate the inter-institutional
  participation of graduate students and faculty in programs throughout
  the University of Maryland System.
