- University of Wisconsin- recently had opening arguments; updates to follow

- Annapolis 101 will be held Monday January 24, 2000
- Delegates need to write letters to state representatives of your institutions to inform them you will be attending this event.
- Copies of the following documents are available for delegates in preparation for Annapolis 101:
- "Tips on Lobbying" by Senator Komenda
- General information on specific committee topics at the General Assembly.
- Profiles on Senate President Miller and House Speaker Taylor.
Federal Relations- Chester H. Wortham, UMES
- Fannie Mae request to increase interest of student loans was approved.
- Task Force - Tax Sender from The Federal Tax Corp Revision
- Revisions are sent out each year
- Deduction for students $50.00 - $250.00 for those who receive financial aid that is counted as income get a tax cut on income taxes.
- Approved for undergraduate students but not for graduate students.
- Graduate students are effected by not receiving the benefit.
Student Regent- Andy Miller, FSU
Microsoft Software problems
- Board of Regents are very concerned with how students have access to technology.
- Will address why some of the institutions within the system are not offering the Microsoft software to students and try to come to terms on how to approach the situation.
- Chart given to Council to explain the barriers/concerns each institution has with the Microsoft deal.
- Only first year of Microsoft Project and each institution is trying to address the concerns within their own campuses.
- Charles Syndor, UMB questions how the institutions acquired the data to derive with the list of barriers/concerns.
- Veronica A. Holland, CSC, states she is receiving conflicting information from own school about the Microsoft Deal and availability to students. Will follow-up with Dr. Louis Brocato and Dr. El-Haggan of Information Systems and Technology
Hardware Deal with the state of Maryland
- Technology for student that is similar to the Microsoft Deal. Major Riddick is the contact person with the state. This proposal is still in the brainstorming stage, Andy will keep us informed of its progress.
Board of Regents Meeting
- Recommendations from the Board of Visitors were given to each institution with recommendations throughout the campus.
- Each delegate received a copy of recommendations made for home campus.
- Policy on Sexual Assault
- Currently reported on a calender year basis as opposed to being reported on Academic calendar basis.
- Waiver of Residence requirements for in-state tuition rates for relocating with General Motors Plant relocating to Baltimore County.
- Fifty employees will be sent to assist in relocation set-up of General Motors to Baltimore County.
- These employees want in-state tuition rates for their children to attend surrounding USM campuses.
- It takes 1 year to establish Maryland residency.
- Student Regent opposed this legislation but it was passed due to economic development.
- Campus visits
- The Student Regent would like to plan visits to campus not yet toured.
- By the end of January plan to set a date with those campuses.
- Shady Grove Project
- Students need to demand for Office of Student Services at site.
- Academic Services wants a committee of students from Montgomery County Public Schools, Montgomery College and USM.
New Business
- Hate Crimes Issues on USM Campus
- Article on "Policy on Acts of Violence and Extremism"
- Council agreed to issue a general statement from the Council that states support to the Hate Crime victims at UMCP and support/ assistance to the President with prevention to this problem.
Old Business
- Binge Drinking
- Chuck Middleton, Vice Chancellor for Academic Affairs is very concerned with this problem.
- Advertisement on Binge Drinking to go to problem campuses.
- Binge Drinking has become a big concern nationally.
- Chair- Kelly Newsome is waiting for more information on Binge Drinking will follow up.
- Bylaws to Constitution
- Proposed changes approved by the Council
Comments for the Good for the Council

- Follow up with Financial Aid Petition concerns
- Meeting with the Director of Financial Aid December 6, 1999
- Will keep the Council aware of situation for informational purposes only.

- Hate Crime Forum held for students.
- Supplied Council with an informative packet on this issue.
