MINUTES
Attendance:
Joan Maronni (Chancellor's Liaison), Kelly Newsome (Chair-UMCP), Kasey Schneider (Vice chair-SSU), Veronica A. Holland (Secretary- CSC), Andy Miller (Student Regent, BOR), Elmus Mosby (UMCP), Kevin Oxedine (UMCP), Kristen Neville (TU), Marty Jenoff (TU), Antonio Hayes (FSU), Michelle Jacobs (FSU), Christopher Whitt (SSU), Makia M. - Assisted with the construction of the objectives for the Academic Advising Report last year.
- The Board of Regents made a decision that all improvements should be made no later than September 2001.
- The Academic Advising Policy should be finalized by August 2001. The Board of Regents wants a report of a plan from each campus to show time lines, financial commitments and reward recognition evaluations.
- The Board of Regents will provide matching funds for financial commitments of each campus.
- The Board Faculty Awards have added a mentor award to the lists of awards received.
- Campuses are putting together policy committees to work on System issues.

Chair- Kelly Newsome
- Chancellor's Council Meeting
proposed policy on student evaluations/ratings of faculty quality
Internet/virtual based learning to cater to the distant learner
in process of arranging tuition
in process of trying to arrange funding for the project
has formed a task force to implement plan
Vice-Chair- Kasey Schneider
- Informed delegates that new faces (delegates) will be joining the Council in the next few months.
Secretary- Veronica A. Holland
Student Regent- Andy Miller
- Microsoft Software problems
- are on the agenda for the Board of Regents and Education Policy meetings.
Will address why some of the institutions within the system are not offering the Microsoft software to students and try to come to terms on how to approach the situation.
- Faculty Retention Problem
Spoke with Chuck Middleton (Vice Chancellor of Academic Affairs) on how to approach the problem
Retention program-problem for faculty is summer school courses, since these courses do not count towards retirement like other school system that do incorporate summer school courses into retirement. Will look at this and other problems that plague the Retention program.
Students need to demand for Office of Student Services at site.
Academic Services wants a committee of students from Montgomery County Public Schools, Montgomery College Students and USM students.
- Hardware Deal with the state of Maryland
Technology for student that is similar to the Microsoft Deal. Major Riddick is the contact person with the state. This proposal is still in the brainstorming stage, Andy will keep us informed of its progress.
Public Relations- Marty Jenoff (TU)
- Needs contact information of all newspapers and radio stations from all USM campuses for press releases of the USM Student Regent position and to promote the Council.
State Relations- Kristen Neville (TU)
- Annapolis 101 is coming up in January.
Advised delegates to write introduction letters to legislators of specific campus.
Advised all delegates to write letters to legislators for Annapolis 101, to make them aware that we will be attending.
Advised all delegates after Annapolis 101 send thank you letters.
Advised all delegates, before going to Annapolis 101 to make sure you are aware of current issues the legislators are contending with.
Federal Relations- Chester H. Wortham (UMES)
- Spoke with Paul Sweet (Federal Relations) on the top issues within Federal Relations.
NIH- largest research fund that USM receives will be raised by 15%.
Fannie Mae wants to increase interest of student loans.
Student Aid/Drug Convictions:
Bill was passed in the Senate and the House of Representatives.
Will be used as a precaution for student receiving aid.
Congress is finishing legislation on the Balanced Budget Act of 1997, which cut funding for Medicare and other health centers which includes medical schools and research facilities.
Working on getting funding that was cut out, many research institutions that included USM students.
Task Force - Tax Sender from The Federal Tax Corp Revision
Revisions are sent out each year.
Deduction for students $50.00 - $250.00 for those who receive financial aid that is counted as income get a tax cut on income taxes.
The revisions expire at the end of the year.
Must be ratified for the next year.
Senate has a bill for undergraduate and graduate students. The House has one bill for the undergraduate.
New Business
Annapolis 101- Will be held January 24, 2000 from 6 p.m. - 8p.m. (Conference 5p.m. - 9p.m.) At the James Senate Office Building Second Floor in Annapolis. It is sponsored by Senator Doorman
Invitations need to be mailed out before the holidays.
- Final Report, Board of Regents
Chair of USMSC is responsible for report that is due in May.
Will include what the Council has accomplished and what the Council attempted to accomplish.
Will need bios from al delegates.
Will need a summary of delegates personal accomplishments for the Council and on campus.
Old Business
Elmus Mosby and Kevin Oxedine (UMCP)
Stated 30 % of student don't drink on campus, therefore 70% of students do drink on campus
States that is a problem on campus with binge drinking
Stephen Funny and Saleem Rasheed (BSU)
Stated that BSU is composed of primarily commuter students
is basically a dry campus
some infractions noted within the dorm but not a problem
Kristen Neville and Marty Jenoff (Towson)
States 50% of students drink on campus
States Towson has no serious problems with binge drinking
States binge drinking is an issue for market strategies
Chester H. Wortham and Makia M. Hall (UMES)
States binge drinking is not a problem on their campus.
Antonio Hayes and Michelle Jacobs (FSU)
States that FSU does have a problem with binge drinking
States that 56% o students are binge-drinking
The administration has taken measures to ensure responsible drinking is occurring with students.
Veronica A. Holland (CSC)
States there are no problems noted with binge drinking on campus.
Kasey Schneider and Christopher Whitt (SSU)
States there is a problem with binge drinking on campus
Administration are taking measures to ensure the safety of students
States if caught drinking and under age, parents are notified
There are penalties and fines within the school system and court system
Yevette L. Cashwell (UC)
States there are not binge drinking problems on campus.
- Faculty and Teaching Quality /Academic Advising
The Council all agreed that more measures should be taken.
The Council suggest that more online options for students as far as Academic Advisement.
The tenure policy for faculty should include more student involvement.
The publishing of student evaluations of faculty would increase student involvement.
Possible funding of publishing student evaluations of faculty would also increase student involvement in the process.
Elmus Mosby and Kevin Oxedine (UMCP)
States they had a meeting with Greek organizations on how to prevent hazing.
States organizations have shorten pledge time to 6 weeks.
States the organizations must submit a schedule to administration.
Does see hazing as a problem on campus.
Stephen Funny and Saleem Rasheed (BSU)
States no problem with hazing on campus
States the only way to find out if hazing is a problem is to be within the organization.
Kristen Neville and Marty Jenoff (Towson)
States a few years aga fraternities were thrown out for hazing.
States Athletics department has a strong contract against hazing.
States hazing is not a problem on campus.
Chester H. Wortham and Makia M. Hall (UMES)
States that hazing does occur on campus.
States that is hazing is a tool used by fraternities for initiation.
States administration has taken a zero tolerance approach
But the students don't think that it is a problem on campus.
Antonio Hayes and Michelle Jacobs (FSU)
States not a problem within the athletics department
But problems do stem from local Greek chapters.
FSU has implemented a policy and seminars to address the problem of hazing on campus.
Kasey Schneider and Christopher Whitt (SSU)
There is a problem of hazing within the athletics department.
Administration has change the major pledge time from spring to fall.
The Greek organization have an anti-hazing policy.
Many students do not report incidents of hazing due to fear of reprisals.
Yevette L. Cashwell (UC)
Hazing is not a problem on campus.

Believes that the should be a code of conduct for all organizations
Parents and students should be aware of code of conduct.
There should be a clearly defined place to go to for assistance.
The council as a whole:
Made recommendation of system-wide policy on hazing. (Denied)
A contract on hazing including the definition and information system.
Agreed to take ideas from the Council back to the individual campus.
- Student Regent Promotion Meeting
All nominees application for the Student Regent must be turned in by November 19,1999.
December meeting please be sure to bring your schools nominee to the meeting.

Financial Aid problems - students are just now receiving financial aid award letters. Will keep Council informed of progress.
Makia M. Hall (UMES)
Housing lottery for the residence hall. Problem with students paying for housing then not guaranteed housing after paying. Will keep Council informed of progress.
