Regents Finance Committee to Consider Capital Projects

ADELPHI, Md. (June 20, 2006) -The Finance Committee of the University System of Maryland (USM) Board of Regents will consider long-term funding requests for USM's capital projects at its next meeting Thursday, June 22, at Towson University. Scheduled to begin at 9:45 a.m., the meeting will be held in the Minnegan Room of the Johnny Unitas Stadium Field House. Parking is available in lot 20, adjacent to the Field House. Committee members will consider a five-year capital budget for USM in two parts: a capital improvement request (CIP) of state-funding for academic buildings; and a system-funded construction program (SFCP) to construct auxiliary and support facilities.

The five-year CIP totals $1.32 billion. It includes requests for planning and construction money, as well as equipment funding for projects already under way. The CIP funds instructional and laboratory facilities, as well as a number of renovation and replacement projects.

The five-year SFCP totals $403 million in a combination of USM revenue bonds and institutional funding to support dining halls, student centers, recreation buildings, parking facilities, and the renovation of housing. Another $210 million in projects (primarily new housing) is recommended for private development. All capital budget projects reflect the priorities of the Board of Regents, including meeting enrollment demand, enhancing research capacity as well as teaching and learning, and renovating or replacing existing facilities in a cost-efficient manner.

Also on Friday's agenda, the committee will consider revised USM policy language regarding the criteria used to determine whether a student is classified as in-state or out-of state. The proposed policy revision is in response to a recent ruling by the Maryland Court of Special Appeals.
