251.0 VIII-2.10-TUITION AND FEE GUIDELINES FOR FY 1991
 
  (Approved by the Board of Regents, August 17, 1989)
 
 
        For FY 1991, the following tuition and mandatory fee
  guidelines are established for the institutions of the University
  of Maryland System:
 
          - For resident students, the increase in tuition should
            not exceed eight percent for undergraduate students and
            ten percent for graduate and professional school
            students.
 
          - For non-resident undergraduate students, the increase
            in tuition should be no less than that for resident
            undergraduate students and no more than twelve percent.
 
          - For non-resident graduate and professional students,
            the increase in tuition should be no less than the
            increase for resident graduate and professional
            students, and no more than fifteen percent.
 
        If, for any institution, there are special circumstances
  that warrant, the President may recommend a larger increase and
  justify the need for such a larger increase before it is included
  in the tuition schedule recommended by the Chancellor to the
  Board of Regents.  Such larger increases shall not include a
  greater increase in resident tuitions than in non-resident
  tuitions.
 
        Major fees that are mandatory for all students will be set
  by the President and, following review by the Chancellor, will be
  forwarded to the Board of Regents as part of the FY 1991 budget.
 
        The schedule of tuition and mandatory fees, as set by the
  Presidents for FY 1991, will be included in the materials for the
  meeting of the Board of Regents in August, 1989, and may be
  altered after Board approval only by agreement with the Regents.
 
        Non-mandatory auxiliary enterprise fees and charges
  normally will be presented to the Board of Regents at the June
  meeting preceding the start of the academic year.
