Dave Kinkopf is a partner with the Baltimore law firm of Gallagher Evelius & Jones, LLP. He graduated from the University of Notre Dame and Harvard Law School, then served a clerkship with the Honorable J. Frederick Motz, Chief Judge of the United States District Court for the District of Maryland.

Mr. Kinkopf also serves on the Archdiocese of Baltimore Board of Financial Administration and is the Vice Chair of the Board of Trustees of St. Mary's Seminary and University. A permanent member of the Judicial Conference of the U.S. Court of Appeals for the Fourth Circuit Judicial Conference, Mr. Kinkopf was appointed by the Chief Judge of the Fourth Circuit to serve as the Maryland representative on the Fourth Circuit Advisory Committee on Rules and Procedures. Mr. Kinkopf previously served as President of the Baltimore City Board of Municipal and Zoning Appeals and a trustee of the Sheppard Pratt Health System. Mr. Kinkopf has been recognized in Chambers USA as one of Maryland's leading commercial litigators, and in 2007 he was named a Knight of the Order of St. Gregory the Great, a papal honor from Pope Benedict XVI.
