Student Regent
- Frederick Douglass Award- was awarded to Ms. Bea Gaddy for her leadership roles in the community. Ms. Gaddy was recognized for assisting and being an advocate for the homeless in Baltimore.
- USM Board of Regents drafted a Resolution on Technological Fluency that resolves:
- The presidents and faculty leadership of the USM institutions shall develop institutional plans to assure that all graduates of USM institutions are information technology fluent (e.g. Microsoft deal and Hardware project), and will commensurate with the needs of the marketplace in their chosen majors and/or career choices.
- The Chancellor shall report at the May 2000 meeting of the Committee on Education Policy on these institutional plans, including operational goals.
- Crime Reports- The board of Regents will now receive a copy of the Uniform Crime Report Index for all USM institutions that is also sent to the FBI.
- The Board of Regents approved policy called "To Touch the Future"that affects teacher education. Also ensures that teacher education is a top priority. This policy is strongly supported by the Chancellor.
Public Relations
- Needs information for all USM institutions, institution student governments, and newspapers, and websites.
- Possibly would like to set up links from the USMSC webpage to each individual campus SGA webpage (if available).
State Relations
- Maryland State Budget Process handout and briefing.
- Goal: To establish with the Maryland Constitution the respective powers of the Governor and the General assembly in adopting the budget and provides a schedule for its submission and approval.
- Bills in the General Assembly the State Relations Committee is monitoring:
- SB24- Student Teacher and Interns Criminal Background Disclosure Forms
Summary: Requiring student teachers and interns to complete a criminal background disclosure form before entering field placement in a school setting.
- SB89- Higher education- Community Colleges- State Funding
Summary: Revising the State funding formula for community colleges by establishing a supplemental component beginning in fiscal year 2003, that is equal to 1.75% of the total state operating fund; and providing for the division and distribution of the supplemental component.
- SB150- Budget Bill (Fiscal Year 2001)
Summary: Making the proposed appropriations contained in the State Budget for the fiscal year ending June 30, 2001.
- SB205- Maryland Teacher Scholarships
Summary: Increasing the maximum amount of a Maryland Teacher Scholarship to $5000 for a student enrolled in a 4-year institution and to $2000 for a student enrolled in a 2-year institution.
- SB245- State Personnel- Higher Education Collective Bargaining Summary: Expanding the scope of provisions of law governing collective bargaining to include specified employees of specified state institution of higher education, requiring the board of regents ans board of trustees to designate one or more representatives to participate as a party in collective bargaining.
- HB37- Social Security Numbers on Identification Cards-Prohibitions Summary: Prohibiting public institutions of higher education and public schools from printing or having printed a student's SSN on any type of ID card and prohibiting the MVA from using, including, or encoding individuals SSN on the individuals driver's license.
- HB227- Institutions of Higher Education- Students- Vaccination for Meningoccal Disease.
Summary: Requiring students living on campus students housing to receive a vaccination for meningoccal disease or sign a specified waiver providing that the institutions of higher education are not required to provide or pay for the vaccinations, etc.
- The State Relations Committee request that each Delegate send "thank you" letters to the appropriate legislators for higher education, and the letter should reflect the delegates desire to see higher education continue to receive substantial financial support from the state.
Federal Relations Committee (Committee report given by Chester Wortham, UMES)
- The State of The Union Address The President of the United States- Bill Clinton has certain bills he want to implement prior to leaving the office.
- College Opportunity Tax Cut Bill- which provides deductions or credits up to $10,000/year in tuition fees. For 4 years of undergraduate/graduate or job training. Also expands Lifetime Learning Tax Cut already in place.
- The Gear UP Ready Program- Which stands for gaining early awareness for undergraduate programs, discloses what kinds of student aid packages are put together for university/colleges for the students. Funding for this program has an increases of 200 million dollars, which takes from 125 million dollars to 325 million dollars.
- Work-study Project- goal was to improve the attractiveness of people contributing to non-profit organizations such as colleges/universities by increasing deductions and adjusted gross income of 30%, the cost is 1 billion dollars. 1 billion dollars is allocated to improve teacher quality(NIH received an increase of !billion dollars for health research, Information Technology, Nanoscales, Finance/Engineering.
New Business
Academic Advising Committee
Last year, students on the Council were concerned with constituents not receiving adequate advisement (e.g. graduation requirements).
- Committee will be formed to ensure the Academic Advising Report composed previously is being implemented on USM Campuses.
- Representatives for the Oversight Committee are Kasey Schneider (SSU) and Kevin Oxendine (UMCP).
USM Student Council Webpage
- The goal is to make the webpage more user-friendly and attractive by adding pages.
Suggestions:
- List USMSC frequently asked questions.
- Compose Student Regent, minutes, Council members and current events sections. Under the Current Events section include a draft and up datable version of the final report that the Executive Board is scheduled to complete at the end of their terms and topics the Council have completed.

Tuition for USM students
Each delegate should write letters to legislators to thank representatives for their support of funding for education.
Shared Governance
The goal of shared governance develop a shared relationship/responsibility between faculty, staff, students and administration in reference to policy. Council of University System Faculty (CUSF) has created a shared governance document/policy that would revise or supercede the current shared governance policy. The Council as a whole would like the CUSF committee to refine their policy or implement the current policy.

Binge Drinking
Delegate from UMCP, SSU, and FSU will bring more information from their individual campuses/or after meeting with their Provost.
Faculty Recommendations
The students are concerned with the use/relevance of the student's faculty evaluations. Some suggestions on how to better use the evaluations are: post the on the Internet (this idea is used on other college campuses), and to publish the evaluations and results in a book.
Comments for the Good of the Council
All delegates are requested to gather information about the financial distribution process at individual campuses to compare procedures system-wide. This item will be added to Old Business in March.
