USM Chancellor William E. Kirwan to Present System's

Effectiveness & Efficiency Report at Oct. 22 Board Meeting

ADELPHI, Md. (October 20, 2004) — William E. Kirwan, chancellor of the University System of Maryland (USM), will present the USM Effectiveness & Efficiency Report, a plan to achieve savings totaling an estimated $26.6 million by the end of fiscal year 2006. The savings would be redirected to accommodate an increasing number of students and to help moderate tuition increases.

The chancellor will present the report at the next meeting of the USM Board of Regents, scheduled to begin at 10 am Friday, October 22, at Salisbury University. It will be in the Wicomico Room of the Guerrieri University Center.

The Effectiveness & Efficiency (E&E) Report comes at a time when the university system is serving an increasing number of students with decreased state support. USM institutions are serving 5,000 more full-time-equivalent students today than they did just two years, with 700 fewer filled state-supported staff positions. The E&E initiatives are intended to help the system optimize the use of its resources and accommodate the growing enrollment, while maintaining quality.

Clifford Kendall, chair of the USM Board of Regents, launched the Effectiveness and Efficiency effort in summer 2003. Under the chairman's leadership, Chancellor Kirwan and the system office staff worked with other members of the board, the institutional presidents, provosts, vice presidents and other campus representatives, and an outside consultant to develop the E&E initiatives.
