USM Chief of Staff and Board of Regents Secretary, Janice Doyle, to Step Down
Adelphi, Md. (Nov. 16, 2017) -- Janice Doyle, who has served as chief of staff to the chancellor of the University System of Maryland (USM) and secretary to the Board of Regents since 2006, will step down from those positions on December 31, 2017 after 42 years of service to the state’s higher education establishment.After December, Doyle will assist part-time with the transition and lead special projects for three months until March 31, 2018, when she will formally retire. In the coming weeks, USM Chancellor Robert L. Caret will form a search committee to recommend candidates for the position.
“As the USM’s chief of staff and as secretary to the Board of Regents for more than a decade, Janice brought a deep understanding of the policy issues, as well as their practical implications across our campuses,” said Chancellor Caret. “She has been a tireless worker and a tireless advocate for students, faculty, and staff, ensuring that none of us ever lost sight of our mission to provide accessible, affordable, quality education to all our citizens. We all owe her a debt of gratitude.”
As chief of staff to the chancellor, Doyle leads the day-to-day operations of the system office. As secretary to the Board of Regents, she provides professional support for the board. In both positions, Ms. Doyle facilitates and coordinates communication among the chancellor, USM senior staff, presidents and their senior staffs, members of the Board of Regents, USM council representatives, senior government officials, and other external constituents. She also supports the chancellor in his leadership role in national higher education issues.
In recent years, she helped lead several Board of Regents initiatives, including the creation of an online information portal for regents; the Special Review Committee for Coppin State University, chaired by University of Maryland, Baltimore County (UMBC) President Freeman Hrabowski; the workgroup that developed the first campus safety and security policy; and the revision of policies regarding executive compensation and governance.
“Janice Doyle has been instrumental in helping ensure the Board of Regents continued to advance the priorities of both the university system and the people of Maryland,” said Board of Regents Chair James T. Brady. “As secretary of the Board of Regents, Janice has an extremely complex job, which she has mastered with a mix of determination, organization, and grace under pressure. Despite an ever-changing membership and unexpected challenges great and small, Janice was a tremendous force helping keep us on track and on mission. I want to thank her for her many contributions.”
Prior to joining the chancellor’s office in 2006, Doyle served in several positions in higher education in Maryland, including as Assistant Secretary for Finance Policy for the Maryland Higher Education Commission, Director of admissions, financial aid, and scholarships at UMBC, and Director of the State Scholarship Administration for the State of Maryland (currently named the Office of Student Financial Assistance).
In these positions, Doyle developed policies that guide the state’s investment in higher education, including funding formulas for community colleges and independent institutions, funding guidelines, state regional higher education centers, student financial aid programs, and space guidelines for public universities. In addition, she implemented the financial commitments of the state’s agreement with the Office of Civil Rights. She also led the development of a statewide financial aid data collection system; expanded state outreach efforts for students, parents, and counselors; and enhanced and streamlined the operation of the student aid programs at the state and institutional levels.
