Three USM Board of Regents Committees to Meet on September 2
Baltimore, Md. (Aug. 31, 2021) – Three committees of the University System of Maryland (USM) Board of Regents will meet on Thursday, Sept. 2.The Committee on Governance and Compensation will meet at 8:30 a.m. Access to the meeting is via the following dial-in information:

The committee will vote on revisions to the Board of Regents Bylaws and then vote on whether to reconvene in closed session to discuss items exempted from public consideration under the Open Meetings Act. Those items are a briefing on collective bargaining negotiations at two USM institutions; update on status of collective bargaining at USM institutions; briefing on bargaining with respect to a proposal regarding voluntary separation plans at a USM institution; and an information update regarding specific personnel agreements at multiple institutions under Board of Regents Policy VII-10.0.

The committee will vote on two action items: a project authorization for the Institute for Well-Being at Towson University and three voluntary separation incentive plans for certain employees at Bowie State University. The committee will hear an information item regarding the USM legislative debt cap.
The committee will vote publicly on whether to reconvene in closed session to discuss items exempted from public consideration under the Open Meetings Act. These items are investment of the USM Common Trust Fund and development of the fiscal year (FY) 2023 operating budget (and potential adjustments to the submission).

Brian Furr, CEO of Mindful Designs and a University of Baltimore (UBalt) student, will discuss his work as an entrepreneur, including participation in the Entrepreneurship Fellows Program at UBalt that is supported by the Philip E. and Carole R. Ratcliffe Foundation. Mindful Designs is a for-profit social impact venture that creates STEAM (science, technology, engineering, arts, and math) programs via schools, after school programs, and community workshops. Mindful Designs also sells accompanying product kits, such as My Furr’s Guitar, which uses Mindful Designs’ paint build play model that lets children paint and customize their own beginner’s guitar.
UBalt Interim Provost Catherine Andersen and Henry Mortimer, Director of UBalt’s Center for Entrepreneurship and Innovation (CEI), will provide information about the CEI, its resources and offerings, and role in supporting entrepreneurship on campus and in the community. They will provide detailed examples of UBalt’s collaborations with other organizations through the CEI, including a return of the Global Consortium of Entrepreneurship Centers annual conference to its USM roots in October.
The committee also will hear updates regarding the Maryland Momentum Fund and updates on USM Office of Economic Development activity from USM Venture Development Director Lindsay Ryan. The committee will discuss an item to study the feasibility of developing a multi-institution resource to support early-stage entrepreneurship.
