Regents to Officially Adopt New Tuition Schedule at Special Meeting May 10

ADELPHI, Md. (May 8, 2006) – The University System of Maryland (USM) Board of Regents will vote on a revised tuition schedule for in-state undergraduate students at a special meeting scheduled to begin at 10 am Wednesday, May 10. The meeting will be on the 14th floor of the Saratoga Garage and Office Building at 220 N. Arch St. at the University of Maryland, Baltimore. As a result of budget action by Governor Robert L. Ehrlich Jr. and the Maryland General Assembly, there will be no increase in tuition for full- and part-time undergraduate resident students at USM institutions for FY 2007. The language to freeze tuition at current levels is included in two bills passed by the legislature this year—HB 1381 and SB 959—and in a supplemental budget submitted by Gov. Ehrlich. This action prohibits USM from raising tuition beyond FY 2006 levels for one year. The annual tuition for full-time, in-state undergraduates currently ranges from $3,527 at Coppin State University to $6,484 at the University of Maryland, Baltimore County.

The revised tuition schedule led to a reduction of approximately $19 million for FY 2007 in the state-funded portion of USM’s operating budget. This is a one-year revenue reduction included in the State of Maryland FY 2007 budget adopted by the General Assembly.

The Governor’s supplemental budget item ensures that the tuition freeze will not impact the institutions negatively. Additionally, the proposed 2007 budget includes an adjustment related to overstated projected costs for employee and retiree health insurance. The General Assembly authorized the use of the health funds in place of revenues that would have been generated by tuition increases at USM institutions.

Also at Wednesday’s meeting, USM Chancellor William E. Kirwan will present his report regarding the Institute for Human Virology (IHV), currently part of the University of Maryland Biotechnology Institute (UMBI). The report includes a recommendation that IHV be reassigned administratively to the University of Maryland, Baltimore (UMB), in large part due to USM’s Effectiveness and Efficiency initiative to achieve more effective use of system resources.

In addition, the board’s agenda includes proposals for privatized student housing at Towson University and the renovation of a building at 1300 N. Charles St. at the University of Baltimore (UB). When completed, the UB facility will house the School of Communications Design, the Division of Public Affairs, and shared office and laboratory space.
