USM Launches Study of Potential UMCP-UMB Merger

The University System of Maryland (USM) is undertaking a study of a potential merger of the University of Maryland, College Park (UMCP) and the University of Maryland, Baltimore (UMB) as directed by the 2011 Maryland General Assembly's Joint Chairmen's Report. The report directs the USM Board of Regents to submit a study examining the advantages and disadvantages of such a merger.

To facilitate the process, the USM Office has developed a work plan approved by the Board of Regents at its June 17 meeting. Guiding the study will be the board's leadership group headed by Board Chairman Orlan Johnson. The final study report is due to the legislative budget committees by December 15, 2011.

In conducting the study, the group will consider issues related to mission, quality of learning, reputation and rankings, institutional cultures, administration, and costs. The group also will take a look at mergers of similar institutions-flagship institutions like UMCP with academic health centers like UMB-around the country. In addition, the group plans to hold public hearings in early fall at which interested parties, both within and outside the USM, will offer their perspectives on the potential merger. The presidents of all USM institutions and the systemwide councils of faculty, staff, and students will be briefed on the study's progress periodically.
