293.0 VIII-9.00 - POLICY ON THE OPERATING BUDGET
  (Approved by the Board of Regents, July 26, 1990)
 
 
   1.  The Chancellor shall present to the Finance Committee a
       summary of a proposed University of Maryland System annual
       operating budget request.  Such budget summary shall:
 
       A. Include a summary of the proposed operating budgets of
          each institution and each component as that budget is
          formulated by the respective President or Director to
          implement Board of Regents approved policies and plans.
       B. Include a summary consolidation of the proposed operating
          budgets of each institution and each component into a
          University of Maryland System budget.
       C. Recognize the differences in the size and mission of the
          institutions and components as established by the Board.
 
 
       D. Recognize the funding priorities established by the
          Board.
 
       E. Be prepared and presented in accordance with the
          timetable and instructions recommended by the Chancellor
          and established by the Board.
 
   2.  The Finance Committee shall consider and recommend to the
       Board a proposed consolidated annual operating budget
       request for the University System which includes the budget
       for each institution and component.  The Chancellor shall
       assure the Board that the budget is consistent with the
       missions of the institutions and components.
 
   3.  The Board shall review and modify, as necessary, the
       proposed budget and approve a consolidated operating budget
       request for the University of Maryland System.
 
   4.  Each President and Director shall prepare a detailed annual
       operating budget request consistent with the consolidated
       budget request approved by the Board and in accordance with
       the timetable and instructions established by the
       Chancellor.
 
   5.  The Chancellor shall submit to the Governor and the Maryland
       Higher Education Commission the detailed annual operating
       budget request for the University of Maryland System which
       includes the detailed annual operating budget request for
       each institution and component.
 
   6.  The Chancellor shall sign and process budget amendments for
       all institutions and components in accordance with
       established State procedures.
