The Financial Aid Working Group addressed issues related to the administration of new Maryland State Scholarship Programs with particular attention given to issues concerning the HOPE, Maryland Teacher, and Transfer Scholarships.

They also reviewed the Regents and Kelly Scholarships. Those present expressed concern over the timing of these awards. We recommend that the University System of Maryland consider an earlier application and selection process. If selection occurred during February for the upcoming academic year, it has a positive affect on recruitment and financial aid packaging. In addition, requiring a "need analysis" for the Kelly Scholarship has an
adverse affect on the identification of recipients during February. Therefore, we encourage that the criteria associated with the Kelly Scholarship only concern itself with meritorious issues and not financial need. [Editor's Note: The MOU establishing the Kelly Scholarship requires the consideration of financial need as one of the criterion.]
