MEEC Procurement Officer (800024)
The University System of Maryland Office (USMO) invites applications and nominations for the Exempt Staff position of Procurement Officer, a key member of the MEEC staff. MEEC is a K-20 Education consortium in Maryland hosted by the office of the University System of Maryland (USM) and is located in Halethorpe, MD.
This position reports directly to the MEEC Executive Director and performs a full range of procurement activities from initial planning through contract formation, award, and contract management, primarily for Information Technology contracts. The Procurement Officer prepares contract and solicitation documents necessary to conduct a wide range of procurement and contracting activities to meet the needs of MEEC members. They are responsible for soliciting bids and proposals, conducting pre-bid meeting and bid openings, and preparing all correspondence and documents necessary for final contract award, including, if applicable, submission to the USM Board of Regents and/or the Maryland Board of Public Works. In addition, the Procurement Officer is responsible for reviewing bids and proposals to ensure compliance with all application laws, policies, and terms and conditions. The Procurement Officer negotiates with contractors, coordinates procurement planning and execution with the MEEC Office and maintains a database of approved contracts in support of MEEC’s mission. Post award activities include review of vendor reports, processing of surcharge payments, exercising renewal options, and any contract amendments. The position, initially, will be in support of established contracts and prospectively, will be responsible for future procurements conducted on behalf of MEEC.
The qualified candidate will have a bachelor’s degree and five (5) years of experience in public procurement or ten (10) years of experience as a procurement officer. Other qualifications include: skill in managing and resolving difference among diverse groups; high-level decision-making ability, including choice of vendor for highly visible, multi-million-dollar contracts; experience managing project budgets and schedules; competence in analyzing data; expert knowledge of public procurement law, principles, and best practices; ability to manage contracts and assure adherence to terms and conditions; ability to communicate effectively, both in writing and orally, including during high-level public meetings; and ability to manage multiple priorities with tight deadlines and work independently with consultative supervision.
The preferred candidate will possess knowledge and understanding of MD procurement law and Board of Public Works advisories, as well as knowledge of USM Procurement Policies & Procedures. Experience in the higher education setting, particularly with information technology, is also preferred.
