Consolidated Collective Bargaining


The collective bargaining law was amended, effective January 5, 2022, to allow an exclusive representative representing more than one bargaining unit of employees to elect to negotiate on a consolidated basis. If desired, the exclusive representative would engage in collective bargaining negotiations with the chancellor or chancellor’s designee(s). The chancellor’s designee is required to act on behalf of the USM and its constituent institutions in negotiations over certain terms and conditions of employment for all bargaining unit employees of the individually certified bargaining units represented by the exclusive representative.

AFSCME is the only elected exclusive representative to date to request to engage in consolidated collective bargaining negotiations.

The USM remains committed to negotiating in good faith on behalf of the applicable constituent institutions and reaching agreement with AFSCME on a consolidated bargaining Memorandum of Understanding (MOU).
