(Approved by the Board of Regents, January 11, 1990)

Each institution shall formulate and implement policies to 1) protect the
confidential nature of student education records; and 2) provide
compliance with all federal and State laws regarding disclosure of
such records. As a minimum, the policy on disclosure should include:
definitions of "students" and "education records"; the rights of
students to have access to or to permit others to have access to
specific records; a specification of all conditions under which that
disclosure may occur without prior consent of the student; and a
process which allows students the opportunity to review and to seek
  correction of their education records.
