III-7.04  RESOLUTION REGARDING ACTION BY THE BOARD OF REGENTS TO DELEGATE
   TO THE CHANCELLOR OF THE UNIVERSITY SYSTEM OF MARYLAND THE
 AUTHORITY TO APPROVE PERIODIC REVIEWS OF EXISTING PROGRAMS, AND
TO APPROVE ANNUAL INSTITUTIONAL SUBMISSIONS TO MHEC REGARDING LOW-
                      PRODUCTIVITY PROGRAMS
 (As recommended by the Committee on Education Policy, June 18, 2003)
                                
                                

WHEREAS Section 12-106(c)(2) of the Education Article of the
Maryland Code Annotated requires that the Board of Regents review
existing academic programs and make necessary determinations for
the continuation or modification, or the elimination of
unreasonable duplication, in existing programs; and

WHEREAS the Board of Regents annually acts on (1) summaries of
periodic reviews of academic programs completed by institutions
in the previous academic year, and (2) institutional submissions
to MHEC regarding those programs that have been identified as low-
productivity; and

WHEREAS Section 12-104 (k)(1) allows the Board to delegate any
part of its authority to the Chancellor;

NOW, THEREFORE, BE IT RESOLVED AS FOLLOWS:

(1)  The Board of Regents hereby delegates to the Chancellor the
  authority to consider periodic reviews of academic programs and
  to charge institutional presidents to take appropriate follow-up
  actions suggested by the reviews.

(2)  The Board of Regents hereby delegates to the Chancellor the
  authority to approve or reject the recommendations made by the
  institutional presidents in their reports to MHEC on low-
  productivity programs.
