About the USM Learning and Talent Development Committee
The University System of Maryland (USM) Learning and Talent Development Committee (LTDC) is a collaborative body of talent development professionals representing each institution within the USM. Established to address shared challenges in professional development, such as limited staffing, budgetary constraints, and low program awareness, the LTDC has evolved into a strategic partner supporting workforce development across the System.
Since its inception, the LTDC has organized seven systemwide conferences, including the flagship USM Professional Development Week, to foster continuous learning, employee engagement, and institutional effectiveness. Its model emphasizes sustainable collaboration through rotating leadership, equitable participation, and innovation in program delivery.
The Committee is currently chaired by Zandra Rawlinson, Director of Organization and Employee Development at the University of Maryland, Baltimore. Neena Narayanan, HR Coordinator at the USM Office, serves as the System liaison and facilitator.
