Three USM Board of Regents Committees to Meet on April 13
Baltimore, Md. (April 11, 2022) – Three committees of the University System of Maryland (USM) Board of Regents will meet on Wednesday, April 13.
The USM Board of Regents Committee on Governance & Compensation will meet at 8:30 a.m. Access to the meeting is via the following dial-in information:

The committee will vote on approval of public and closed session minutes from its meeting on Feb. 3. It will then vote on whether to reconvene in closed session to discuss items exempted from public consideration under the Open Meetings Act. Those items are updates on collective bargaining at USM institutions; ratification of a collective bargaining memorandum of understanding (MOU) at a USM institution; a USM president’s appointment letter; and an update on certain personnel contracts and employment agreements.

Action items before the committee include the fiscal year (FY) 2023 schedule of tuition and mandatory fees and FY 2023 self-support charges and fees. Other action items include a proposed amendment to the policy on holiday leave, a new policy regarding out-of-state work for employees, a real property acquisition by gift to Frostburg State University, and USM enrollment projections for 2022-23.
The committee will hear information items regarding financial results for intercollegiate athletics programs and FY 2021 effectiveness and efficiency results. The committee will vote publicly on whether to reconvene in closed session to discuss items exempted from public consideration under the Open Meetings Act. Those items are the awarding of new contracts for management of dental student clinics, traffic data and associated products, and a student health insurance plan.

The committee will hear a presentation from Katie Nielson, a graduate of the University of Maryland, College Park and founder and chief education officer of featured startup Engen. Engen is a virtual English language instruction platform for immigrants, refugees, and workers with limited English proficiency. Engen received a Maryland Momentum Fund investment in January 2021.
Lindsay Ryan, the USM’s interim executive director of economic development, will present agenda items regarding recommendations from an early-stage support feasibility study and updates on activity from the Office of Economic Development.
