Timothy Minor Named USM Vice Chancellor for Advancement and President and CEO of the USM Foundation

Nationally recognized advancement leader brings decades of fundraising innovation, strategic partnerships, and higher education experience to the University System of Maryland.

Baltimore, Md. (August 18, 2025) – The University System of Maryland (USM) and the USM Foundation (USMF) have appointed Timothy Minor as vice chancellor for advancement and president and CEO of the USM Foundation, following a nationwide search.

Minor currently serves as vice chancellor for strategic partnerships and economic development at North Carolina Agricultural and Technical (A&T) State University, a role he has held since February 2023. As the founding vice chancellor, he leveraged partnerships to expand academic programs, research, and economic impact. He also forged alliances with eight global industry leaders in innovation—spanning pharmaceuticals, computing, advanced materials, and manufacturing—positioning A&T at the forefront of industry-aligned education and commercialization.

Previously, Minor served as chief development officer and senior vice president at the V Foundation for Cancer Research, where he helped shape the strategic vision for a major campaign and advanced key philanthropic initiatives. He also served as vice president for university advancement and chief advancement officer for the University of North Carolina System, where he supported the advancement programs of the system’s 17 constituent campuses and led the system’s own fundraising efforts. In his final year in the role, the UNC System saw record-breaking philanthropy, raising $1.1 billion across all campuses.

“Tim brings with him an impressive—and unbroken—record of success, and his arrival couldn’t be better timed,” said USM Chancellor Jay A. Perman. “As state and federal funding shrinks, we need Tim’s leadership in delivering the resources and partnerships that will advance our mission and fuel our work.”

“Tim’s depth of experience, passion for public higher education, and ability to forge strong relationships will help us launch the next successful chapter for the USMF,” Board Chair Alan Cason stated. “He is a proven leader who shares our values and understands our mission.”

"I have long known of and admired the USM and the USMF,” Minor said. “As a first-generation college graduate, I have seen firsthand how higher education can change lives and transform the trajectory of entire families for generations. USM is delivering that impact every day, and I am excited to work with the team, the Board, and USM leadership and advancement programs to help usher in a new era of growth and progress."

Minor will assume his role at the USM on September 22, 2025. He succeeds Leonard Raley, who retired in July 2025 after nearly 20 years of service.
