I am pleased to announce that the Board of Regents (BOR) of the University 
System of Maryland (USM) has approved the revised Fiscal Years 2002 and 
2003 Nonexempt Salary Structure, effective July 1, 2001. 
(Salary Structure).
As in previous years, this action resulted from the review and 
analysis of market data in order to maintain a competitive salary 
structure at the USM institutions.  This effort is in keeping with 
our commitment to review the Nonexempt Pay Program every two years 
to keep pace with current conditions.  
The chart shows the established minimum and maximum for each pay 
range.  Each pay range was adjusted in order to meet the market at 
the midpoint.  All employees shall be paid at least the minimum of 
their respective pay range.
This revised structure provides the opportunity for continued merit 
increases up to the maximum of the pay range.  Merit awards will take 
effect on July 1, 2001 and will be applied to the base salary.  Payment 
of the COLA (a 4% increase on January 1, 2002) may exceed the maximum 
of the pay range. 
These are significant improvements to the Nonexempt Salary Structure 
and we will continue to maintain a market-based salary structure to 
attract and retain quality staff.  Thank you for your continued 
contributions in making the USM a first rate university system.
