Director of Procurement & Real Property Initiatives

The University System of Maryland Office (USMO) invites applications and nominations for Director of Procurement and Real Property Initiatives. The Director will report to the Chief Operating Officer and provide guidance and support at a senior level in a full range of procurement and real property matters. The incumbent will be the University System point of contact on real property and procurement matters with the USM institutions, the State's Office of the Attorney General and other state agencies. Responsibilities include:

  • Advise the USM's twelve institutions and review proposed transactions to assure compliance with State and Board of Regents policies, procedures, and other requirements.
  • Assist in the preparation of materials for and presentation to the USM Board of Regents and staff related to major procurement and real property transactions.
  • Serve as the liaison with the State's Board of Public Works and prepare the University System's bi-weekly submission.
  • Develop RFPs and represent the USM on various selection and review committees.
  • As a member of the Administration and Finance team, provide leadership to a cross-functional team that is involved with complex development projects.

The position requires effective communication skills, both written and verbal, to convey multi-faceted and sensitive development matters to institutional and System leadership, state officials, and the Board of Regents. The successful applicant will advise and assist in the development of Board of Regents (BOR) policies on real property and procurement. A working knowledge of BOR policies and procedures, state policies and statutes is desirable. The successful candidate should have the ability to independently evaluate complex issues and use sound judgment to sort through diverse opinions to achieve consensus. The successful applicant will be creative, hard-working and a strong collaborator.

Requirements: Bachelor's degree in Business Administration or a relevant field. At least 10 years of progressively responsible relevant experience ideally in a public institution of higher education. A graduate and/or law degree is preferred. Ability to write clear and concise reports and letters. Proficiency with desktop applications such as Word, Excel, and PowerPoint.

Salary is commensurate with experience and qualifications.
