Human Resources Officer
University System of Maryland

The University System of Maryland Office (USMO) invites applications and nominations for the Exempt Staff position of Human Resources Officer. The Human Resources Officer will provide guidance and support at a senior level in a full range of human resources functions to USMO leadership and the twelve institutions of the University System of Maryland.

The Human Resources Officer will develop, coordinate and review human resources programs and policies at the USM level, and assist institutions with human resources processes and issues. Reporting to the USM's Associate Vice Chancellor for Human Resources, the individual will work closely with Chief Human Resources Officers of the USM institutions and USM Office (USMO) human resources staff, especially in the development and coordination of USM human resources activities, policy development and implementation; collective bargaining negotiations; the analysis of USM human resources data; preparation of reports to USM leadership, institutions and state and federal agencies; and coordination of various activities with representatives of Maryland's higher education institutions and State agencies.

The Human Resources Officer also will share supervisory responsibility for the human resources functions of the approximately 110-person USM Office, including assistance to USMO employees; the development of USMO policies and procedures; recruitment, orientation, and benefits enrollment of USMO employees; and ongoing office administration.

The qualified candidate will have a master's degree in human resources management or a related field, or a law degree or other advanced degree, and 5-7 years of progressively responsible professional human resources experience; or a relevant bachelor's degree and 8-10 years experience. Experience in a higher education setting and/or a collective bargaining environment is preferable. Desired experience also includes management of a range of human resources functions; human resources data analysis; collective bargaining negotiation and management; and compliance with federal and state employment law. Strong organizational, project management, analytical, writing and negotiation skills are essential.

Salary is commensurate with experience and qualifications.
