Associate Vice Chancellor for Administration and Finance - Human Resources (800101)
The University System of Maryland Office (USMO) invites applications and nominations for the Exempt Staff position of Associate
Vice Chancellor for Administration and Finance - Human Resources (AVC). The AVC will have primary responsibility for the oversight
of USM human resources functions and will provide guidance and support at a senior level to a full range of priority initiatives to
USMO leadership and the twelve institutions of the University System of Maryland.
The AVC will develop, coordinate and oversee human resources programs and policies at the USM level and assist institutions with human
resources processes and issues. Reporting to the USM's Vice Chancellor for Administration and Finance, the individual will work closely
with Chief Human Resources Officers of the USM institutions and USM Office (USMO) human resources management, especially in the development
and coordination of USM human resources activities; policy development and implementation; participation in collective bargaining negotiations
and advice and consultation with USM and institution leadership and the Board of Regents on labor relations strategies, proposals, negotiations
and agreements; preparation of USM legislative positions, testimony and bill language on human resources-related issues; preparation of reports
to USM leadership and state and federal agencies; and coordination of various activities with representatives of Maryland's higher education
institutions and State agencies.
At the direction of the Vice Chancellor for Administration and Finance, the AVC will also play a leadership role in a range of USM
initiatives related to wider VCAF priorities, including the management of special initiatives and projects of strategic importance
to the USM and the preparation of Memoranda of Understanding, legislation, contracts and policies needed to effectuate USM priorities.
The AVC will also provide staff support to the Board of Regents on both human resources and other USM activities.
The qualified candidate will have an advanced degree in law, management or a related field, and at least 10 years of progressively
responsible professional human resources or legal experience. Experience in a higher education setting and/or a collective bargaining
environment is preferable. Knowledge of human resources functions, issues and laws is required. Strong project management, analytical,
writing and negotiation skills are essential. Also desired are a familiarity with government operations and experience in the drafting of
complex documents, including policies, agreements and legislative materials. Salary is commensurate with experience and qualifications.
